										<content:encoded><![CDATA[<p>If you work with businesses looking at commercial solar, today&#8217;s announcement is worth paying attention to. </p>
<p>The Federal Government has announced <strong>plans to expand the Small-scale Renewable Energy Scheme (SRES),</strong> increasing the maximum system size eligible for Small-scale Technology Certificates (STCs) from 100kW to 1MW. </p>
<p>If the changes go ahead as announced, many commercial solar projects could become eligible for incentives that <strong>reduce the overall project cost by around </strong><strong>20%. </strong></p>
<p>That&#8217;s one of the biggest policy announcements for commercial rooftop solar we&#8217;ve seen in years. While there are still plenty of details to come, here&#8217;s what we know so far. </p>
<p aria-level="2"><b>What&#8217;s changing?</b> </p>
<p>Currently, solar systems up to <strong>100kW</strong> are eligible for <strong>Small-scale Technology Certificates (STCs)</strong>, which provide an upfront financial incentive and help reduce the cost of installation.</p>
<p>Larger systems above <strong>100kW</strong> are currently supported through the <strong>Large-scale Renewable Energy Target (LRET)</strong> via <strong>Large-scale Generation Certificates (LGCs)</strong>. Under this model, the financial benefit is generated over time rather than reducing the upfront cost of the project.</p>
<p>Under the proposed changes, the Government plans to expand the <strong>Small-scale Renewable Energy Scheme (SRES)</strong> to include mid-scale solar PV systems.</p>
<p>This means:</p>
<ul>
<li>
<p>The current STC eligibility threshold will increase from <strong>100kW to 1MW (1,000kW)</strong>.</p>
</li>
<li>
<p>New solar installations between <strong>100kW and 1MW</strong> will move from the LRET scheme into the SRES, making them eligible for <strong>Small-scale Technology Certificates (STCs)</strong>.</p>
</li>
<li>
<p>STCs for these mid-scale systems will be calculated using the current <strong>five-year deeming period</strong>, which will continue each year until the SRES ends in 2030, rather than reducing annually.</p>
</li>
</ul>
<p>The expanded scheme is expected to commence from <strong>1 October 2026</strong> and will open up access to STC incentives for a much broader range of commercial, industrial, agricultural and community projects.</p>
<p><b>Why is this such a big deal?</b> </p>
<p>According to the Government, eligible businesses could reduce the overall cost of their commercial solar project by around <b>20%</b>. </p>
<p>Examples released with today&#8217;s announcement include: </p>

<p>For many businesses, that&#8217;s the difference between a project that gets pushed back and one that gets approved. Better project economics make it easier for customers to see the value in investing now rather than later. </p>
<p aria-level="2"><b>Who could benefit?</b> </p>
<p>The reforms target what Energy Minister Chris Bowen has described as Australia&#8217;s <b>&#8220;missing middle&#8221;: </b>businesses with large rooftops ripe for solar generation that haven&#8217;t previously benefited from the simpler STC scheme. </p>
<p>That includes businesses and organisations such as manufacturing facilities, distribution centres, farms, schools, hospitals, shopping centres and community organisations. </p>
<p>If your customers are considering projects between <b>100kW and 1MW</b>, this announcement could be highly relevant. </p>
<p aria-level="2"><b>Why is the Government doing this?</b> </p>
<p>Australia has been incredibly successful at rolling out rooftop solar on homes, but commercial uptake has lagged behind. Government figures show businesses have installed around <b>5.6GW</b> of rooftop solar, compared with more than <b>22GW</b> on Australian homes. </p>
<p>Yet commercial buildings represent one of Australia&#8217;s biggest untapped opportunities for rooftop solar. The aim is simple, help more businesses invest in clean energy and make better use of the roof space they already have. </p>
<p><b>It&#8217;s not just about incentives.</b></p>
<p>The Government also announced plans to improve the process of connecting medium-scale rooftop solar systems to the grid.</p>
<p>For many installers, delays in obtaining network approvals have become almost as frustrating as the project economics themselves.</p>
<p>Reducing those delays could make it quicker and easier for more commercial projects to proceed.</p>
<p aria-level="2"><b>Better project economics. Fewer barriers.</b> </p>
<p>Reducing the overall cost of a project is a big step forward, but it&#8217;s only one piece of the puzzle. Many businesses still need to preserve cash flow, protect working capital and manage competing investment priorities. </p>
<p>That&#8217;s why we think this announcement makes funding even more valuable. Lower project costs improve the business case. </p>
<p>Smart Ease&#8217;s $0 upfront Payment Plans remove the need for customers to fund the remaining investment upfront. Together, they can make commercial solar more accessible than ever. </p>
<p>For installers working in the commercial sector, that means more opportunities to help customers move from <i>&#8220;We&#8217;d like to&#8221;</i> to <i>&#8220;Let&#8217;s get started.&#8221;</i> </p>
<p aria-level="2"><b>Even more good news for NSW businesses.</b> </p>
<p>The Federal announcement isn&#8217;t the only positive change on the horizon. The NSW Government is also introducing changes to the <b>Peak Demand Reduction Scheme (PDRS)</b> that are expected to increase incentives for commercial battery projects. </p>
<p>For businesses investing in solar and battery storage, the combination of expanded STCs and new PDRS incentives could significantly improve project economics. </p>
<p>We&#8217;ll be taking a closer look at the PDRS changes in an upcoming article, including how they may work alongside the expanded STC scheme and Smart Ease funding. </p>
<p aria-level="2"><b>What&#8217;s next?</b> </p>
<p>Today&#8217;s announcement is just that, an announcement. The legislation and detailed scheme rules still need to be finalised, and we&#8217;ll be watching closely as more information becomes available. </p>

									<p><span style="font-weight: 400;">Like the rest of Victoria, we’ve been eagerly awaiting more details on the VEEU’s highly anticipated C&amp;I Solar Activity program.</span></p><p><span style="font-weight: 400;">And while we still can’t point you to the detailed handbook (apparently, it’s still being written), here’s what we learned after attending DEECA’s info session last week – and it didn’t disappoint!</span></p><p><b>Eligibility</b></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Victoria-based businesses are eligible, including Not-for-profits. </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Solar installations must be between 30kW and 200kW, with a 30kVA minimum inverter size.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Installations can be new or upgrades to existing systems, provided a VEECs rebate has not already been claimed on the existing system.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Only one project per NMI. A business cannot apply for the rebate multiple times, even if projects are under the 200kW threshold.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Installations completed after 29 September 2025 may be eligible. No end date has yet been specified.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Equipment must be Clean Energy Council (CEC) approved and include monitoring/performance tracking capability.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Installer must have SAA GCPV accreditation and be registered with the VEU.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Projects must be grid-connected. Fully off-grid systems are ineligible.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Customers cannot have been acquired via doorknocking or telemarketing.</span></li></ul><p><b>Rebate specifics</b></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Unlike the existing VEECs setup, the new C&amp;I Solar Activity program is stackable with federal rebates:</span><ul><li style="font-weight: 400;" aria-level="2"><span style="font-weight: 400;">30–100 kW: VEECs + STCs</span></li><li style="font-weight: 400;" aria-level="2"><span style="font-weight: 400;">100–200 kW: VEECs + LGCs</span></li></ul></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Another new feature is that the rebate is “deemed,” meaning the rebate amount is released as an upfront payment, not 18 months post-installation.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Maximum rebate amount: $34,300.</span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The program is strictly commercial. Installers must take care when scoping solar for farms with residential dwellings – to qualify for VEECs, the solar system must only service the business operations. Supporting evidence may be required.</span></li></ul><p><b>What’s next</b></p><p><span style="font-weight: 400;">DEECA will release all final program details and FAQs on 31 October 2025.</span></p><p><span style="font-weight: 400;">In the meantime, installers would be wise to start strategically planning their commercial lead-gen and sales strategies now. As every Victorian solar installer begins to incorporate VEECs rebates into their solar proposals, how will yours stand out?</span></p><p><span style="font-weight: 400;">Here’s one idea: combine the VEECs rebate with a $0 upfront Smart Ease Payment Plan to offer your prospect bigger savings with no capital outlay. 									<p><span style="font-weight: 400;">According to NSW’s Department of Climate Change, Energy, the Environment and Water (DCCEEW), less than 2% of apartment buildings in NSW currently have solar systems installed.   </span></p><p><span style="font-weight: 400;">Because residents of apartments share a roof, organising and funding a shared solar installation can be tricky, and, to date, has caused the lag in uptake.  </span></p><p><span style="font-weight: 400;">But thankfully, new technologies, increasingly streamlined processes and Smart Ease payment solutions for strata companies, are making solar for apartments far more accessible.  </span></p><p><span style="font-weight: 400;">In fact, it was this combination of factors that enabled a successful solar and storage installation at 16-18 Frazer Street in Collaroy, NSW.  </span></p><p><b>The solution </b></p><p><span style="font-weight: 400;">In February 2025, the DCCEEW unveiled their Solar for Apartment Residents (SoAR) rebate program which promised to cover 50% of the cost of a solar installation on apartment buildings.  </span></p><p>Attracted by this offer, treasurer of the apartment’s owner’s corporation, David Mcdonald decided to investigate installing solar on the roof of the 33-unit block on Frazer Street, Collaroy.  </p>								</div>

									<p><span style="font-weight: 400;">David contacted <a href="https://allumeenergy.com/au/">Allume</a>, the company behind SolShare, a world-first solar-sharing technology specifically designed for apartments. SolShare shares energy from a single rooftop solar system  fairly  between all residents of an apartment building.  </span></p><p><span style="font-weight: 400;">According to Allume’s Housing Partnership Manager William Anstee, shared solar using SolShare is far more efficient than having multiple individual systems fighting for roof space. “SolShare provides clean electricity to every single unit and the common areas, and ensures everyone receives the same set amount of solar associated with their ownership. </span></p><p><span style="font-weight: 400;">“Plus, it delivers higher solar self-consumption, so everyone is really getting the best bang for buck from the rooftop system.” </span></p><p><span style="font-weight: 400;">On top of providing the most efficient technological solution, Allume was able to point David in the direction of an experienced SolShare installer, One Power Solar &amp; Electricial, and a finance partner, Smart Ease.  </span></p><p><span style="font-weight: 400;">By using a $0 upfront Smart Ease Payment Plan, David and his fellow apartment owners could not only enjoy the SoAR rebate, they could do so without draining their sinking fund or requiring a special levy. Additionally, it meant they could bundle in other decarbonisation technologies, like solar storage, onto their payment plan – further maximising their solar consumption. </span></p><p><b>The win </b></p><p><span style="font-weight: 400;">In August 2025, the One Power Solar &amp; Electrical team completed the installation of a 12.3kW solar PV system and a 25kWh battery storage system, integrated with SolShare technology.  </span></p><p><span style="font-weight: 400;">Through the collaborative efforts of Allume, Smart Ease and One Power Solar &amp; Electrical, the owners corporation successfully applied for the SoAR rebate, resulting in a 50% discount on the solar equipment. The remaining cost of the installation will be paid through manageable monthly instalments, divided up and added as a small additional cost onto regular strata fees. </span></p><p><span style="font-weight: 400;">For the apartment residents, the outcome is a significant drop in their energy bills – likely far greater than the incremental increase in their strata fees. <li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Funding amount – Between $2,500 &#8211; $75,000 per eligible business&nbsp;&nbsp;</span></li>
</ul>

<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Total Funding pool &#8211; $20 million&nbsp;&nbsp;</span></li>
</ul>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Application period &#8211; Monday 18 August &#8211; Friday 31 October 2025 (or when funding is exhausted)&nbsp;</span></li>

The Solar for Apartment Residents (SoAR) rebate was rolled out in February 2025 to try and fill this gap and is available to NSW strata companies and owner’s corporations.&nbsp;&nbsp;</span></p>

Clevertronics has found that 150kW is the ideal amount to meet their weekday manufacturing demand – on the weekends, power is fed back into the grid. At this point, the business uses 55% solar and draws 45% of its energy from the grid to cover overnight production.</p><p>The solar array accounts for an estimated annual CO₂ reduction of 200 tonnes. With a forecasted energy production of 254MWh per year, Clevertronics’ reliance on external power has dropped by over 50% − and exports enough energy to the grid to power twelve average homes. For eight months of the year, Clevertronics generates more power than it consumes, which means it’s now classified as a power generator.</p><p>“Our solar installation has more than met our expectations, and we look forward to the next stage of installing EV charging stations,” said Andrew Murray, Clevertronics’ Product Support Manager.</p>								</div>

									<p><span style="font-weight: 400;">A reliable electricity supply can be a tall order in remote WA, especially for a power-hungry petrol station. That was the case for BP Shinju, one of just six petrol stations in the coastal town of Broome.</span></p><p><span style="font-weight: 400;">Although Broome’s crystal beaches attract thousands of tourists each year, its small population (15,000) and distance from major cities mean that electricity infrastructure is limited. For BP Shinju, connectivity issues were particularly challenging. Located at the end of the grid distribution line and operating 24/7, the station suffered frequent outages – even with a rooftop solar system. These outages were costly and disruptive.</span></p><p><span style="font-weight: 400;">In 2021, owner Brodie Taylor decided to take control. With the help of remote solar specialists GenOffGrid, he invested in a hybrid microgrid that combined battery storage, his existing solar PV system, and a diesel generator for backup. This setup would maximise self-consumption of solar, cut grid reliance, and provide resilience against blackouts.</span></p><p><span style="font-weight: 400;">To overcome the upfront cost, Brodie used a $0 upfront Smart Ease Payment Plan, spreading the investment into manageable instalments. The system was installed in November 2021 and immediately delivered cheaper, more reliable power.</span></p>								</div>

But with energy prices climbing sharply over the past two decades, operating costs had become increasingly difficult for the wholesaler to shoulder.</span></p><p><span style="font-weight: 400;">In early 2025, COO Bill Siderellis decided it was finally time to take control of their energy expenditure.</span></p>								</div>

									<p><b>The solution</b></p><p><span style="font-weight: 400;">Bill turned to Ausmore Energy’s Jeylan Atkin, who visited the warehouse in Altona North to recommend an energy-saving solution.</span></p><p><span style="font-weight: 400;">The warehouse’s large, flat roof provided the perfect site for a solar array. To maximise savings, Jeylan proposed a 330kW solar system comprising 600 Risen solar panels and three Sungrow inverters.</span></p><p><span style="font-weight: 400;">To manage the cost of the investment, Jeylan recommended a $0 upfront Smart Ease Payment Plan. This meant the business could install the system with no upfront capital, paying instead in manageable monthly instalments. The arrangement effectively reallocated existing energy expenditure, while allowing the company to preserve capital for other priorities.</span></p><p><span style="font-weight: 400;">The system was installed in February 2025.</span></p><p><span style="font-weight: 400;"> </span><b>The win</b></p><p><span style="font-weight: 400;"> Tim and Terry’s Oyster Supply is now powered by clean energy. For a seafood wholesaler, this is not only a major sustainability win but also a powerful PR story: the fishermen who supply them and the restaurants who buy from them all benefit from reduced emissions in their supply chain.</span></p><p><span style="font-weight: 400;">The biggest win, however, is financial. The business has slashed its reliance on the grid, protecting itself from volatile energy prices and reducing exposure to blackout risks – securing both long-term savings and resilience.</span></p><p><span style="font-weight: 400;">For Tim and Terry’s, “if it’s not good enough for us, it’s not good enough for our customers” now extends beyond seafood to the way they power their business for a cleaner future.</span></p>								</div>

									<p><span style="font-weight: 400;">Earlier this year we announced that Smart Ease funding solutions are now available to strata companies, effectively helping apartment residents across Australia to access solar savings.  </span></p><p><span style="font-weight: 400;">While one in three Australian houses have solar, only 2.5% of apartment buildings do. That represents a hugely underserved market, and a considerable opportunity for solar installers.  </span></p><p><span style="font-weight: 400;">With Payment Plans now available to offer strata companies, Smart Ease-accredited installers will be well-positioned to capitalise on this emerging demand. </span></p><p><span style="font-weight: 400;"><strong>How Smart Ease makes solar financing easy for strata companies</strong> </span></p><p><span style="font-weight: 400;">One of the reasons solar uptake has been slow for apartments is the tricky issue of funding: where exactly will the money come from?  </span></p><p><span style="font-weight: 400;">Strata companies traditionally have a few options when it comes to paying for a solar installation: </span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Capital Works Fund (commonly known as a sinking fund) </span></li><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Special Levy, where new funds are raised specifically for the solar install – usually proportionally to lot entitlement </span></li></ul><p><span style="font-weight: 400;">Now, with Smart Ease funding, they have a new option: a zero upfront Payment Plan that allows the project to be funded through monthly repayments. These payments can be incorporated as small additional fees on top of monthly strata rates. This eliminates the barrier of upfront costs and makes the proposition far more attractive.</span></p>								</div>

									<p><span style="font-weight: 400;">Strata companies in NSW are also able to benefit from the</span><a href="https://www.energy.nsw.gov.au/households/rebates-grants-and-schemes/solar-apartment-residents"> <span style="font-weight: 400;">NSW Solar for Apartments</span></a><span style="font-weight: 400;"> rebate which provides 50% of the cost of the solar install up to $150,000. They can apply for this rebate in addition to their Smart Ease Payment Plan, which will essentially allow them to get a solar system for half price, with zero capital outlay – not bad at all! </span></p><p><span style="font-weight: 400;"><strong>Getting a greenlight on solar for strata</strong> </span></p><p><span style="font-weight: 400;">The Strata Schemes Management Amendment (Sustainability Infrastructure) Bill 2020 makes it easier than ever for strata companies to move forward with energy-efficiency upgrades through a simplified sustainability resolution. </span></p><p><span style="font-weight: 400;">These resolutions can be passed at an AGM or EGM when a quorum is reached. For sustainability projects: </span></p><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">A quorum is achieved with 25% of owners attending </span></li></ul><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">If 25% isn’t reached after 30 minutes, a quorum can be formed with those present </span></li></ul><ul><li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The motion passes as long as “No” votes make up less than half of the total votes from the quorum </span></li></ul>								</div>

									<p><strong>Example scenario:</strong></p><p>A strata building of 40 apartments have called an EGM to decide on a solar installation project. Only 14 owners attend.</p><p>After 30 minutes, the committee nominates they have a quorum.</p><p>A vote is executed and there are:</p><p>5-Yes, 3-Abstain, 6-No</p><p>Total yes &amp; abstaining votes = 8</p><p>As this forms the majority, the vote is approved. The OC can then apply for a Smart Ease Payment Plan.</p>								</div>

									<p><b>Effective solar sharing</b><span style="font-weight: 400;"> </span></p><p><span style="font-weight: 400;">Installing individual solar systems for each unit in an apartment building is as clunky and wasteful as it sounds. Thankfully, there is technology available specifically for effective solar sharing between apartment residents.  </span></p><p><a href="https://allumeenergy.com/au/"><span style="font-weight: 400;">Allume’s world-first SolShare technology</span></a><span style="font-weight: 400;"> enables fair and effective solar energy distribution from a central system across multiple units in an apartment building.
